Housing Program Manager

Reports To: Housing Director Salary Range: $65,000-$70,000 Position: Full-Time

GENERAL DESCRIPTION:

RYSE Hawaii is seeking a dedicated Program Manager to oversee the daily operations of our diverse Housing Programs. This role involves supervising staff, ensuring compliance, and maintaining the integrity of our programs. The Program Manager will ensure that staff are well-trained in evidence-based and trauma-informed practices, aligning clinical and supportive services with staff expertise.

JOB RESPONSIBILITIES: Supervision and Leadership

  • Directly supervise a team of Housing Program Specialists, fostering a supportive and collaborative environment.
  • Lead the recruitment, hiring, onboarding, and training processes for new program staff, ensuring a seamless transition and integration into the team.
  • Identify ongoing training needs and ensure all staff receive comprehensive training aligned with program goals.

Program Development and Management

Case Management and Collaboration

  • Develop and track program goals that contribute to RYSE’s mission.
  • Create and monitor tracking systems to ensure data quality and completeness.
  • Oversee day-to-day operations, including staff support, caseload assignments, community-building activities, and administrative tasks (e.g., timesheets, mileage).
  • Facilitate internal Housing Program case conferencing, promoting effective case management practices.
  • Serve as the primary contact and leads agency participation for referrals from the Oahu Coordinated Entry System (CES).
  • Facilitate mediation between participants and Housing Program Specialists to resolve conflicts.

• As needed, serve as back-up Housing Program Specialist to ensure continuity of services.

Community Engagement and Resource Management

  • Act as a liaison between landlords, community organizations, and RYSE Housing Programs, building relationships to promote success.
  • Maintain expertise in local housing and community resources to provide guidance and support.

Quality Assurance and Compliance

  • Develop and implement quality control and improvement strategies, conducting regular monitoring of program performance.
  • Conduct regular audits of participant files for compliance and assist staff in making necessary corrections.
  • Ensure adherence to best practices, including client-centered approaches, positive youth development, harm reduction, and trauma-informed care.

Reporting and Administrative Duties

Training and Staff Development

  • Complete all required reports in accordance with grant and contract requirements.
  • Research, mediate, and resolve landlord-tenant disputes, ensuring effective communication and resolution.
  • Train and supervise Housing Program Specialists, ensuring coordination through a trauma-informed lens.
  • Train other RYSE Staff and community partners, ensuring coordination through a trauma-informed lens.
  • Provide performance improvement support and corrective action as needed and prepare performance evaluations for department staff.

Data Management and Confidentiality

Collaboration and Community Relations

  • Ensure compliance with HIPAA and client confidentiality standards, maintaining accurate client records.
  • Oversee data collection and use of database systems for reporting and contract compliance, completing necessary reports for funding sources.

• Establish and maintain relationships with agencies, organizations, and community groups to support referral processes.

• Coordinate and attend required meetings, including supervision, staff meetings, training, and funder sessions.

Cultural Competence and Sensitivity

• Remain culturally sensitive to the diverse needs of vulnerable populations, ensuring all services are delivered with respect and understanding.

Additional Responsibilities

• Perform other duties as assigned tasks to support the overall mission of RYSE. QUALIFICATIONS:

  • Minimum of three years’ experience in homeless programs, case management, or program evaluation.
  • At least two years of supervisory experience.
  • Bachelor’s degree in social sciences, or a related field; Master’s degree preferred.
  • Experience managing and administering grant-funded programs is a plus.
  • Strong attention to detail and ability to meet deadlines.
  • Excellent organizational, written, and verbal communication skills.
  • Critical and creative thinking skills for enhancing program operations and problem-solving.
  • Strong interpersonal skills to monitor programs while providing support and technical assistance.
  • Ability to work independently and as part of a diverse team.
  • Knowledge of case coordination and collaboration with multiple agencies and public entities.
  • Demonstrated leadership, problem-solving abilities, and public speaking skills preferred.
  • Proficiency in computer technology and data management.
  • Reliable vehicle, relevant auto insurance, clean driving record, and valid driver’s license; willing to drive for job-related tasks.
  • Maintain Certification in CPR & First Aid.

employee may experience a number of unpleasant sensory demands associated with the client’s use of alcohol and drugs, and the lack of personal care. The employee must be ready to respond quickly and effectively to many types of situations, including crisis situations and potentially hostile situations.
