Housing Program Manager

Position: Housing Dept Program Manager 

Job Type: Full Time/Part Time

Salary Range: $55,000 to $70,000

Reports To: Director

Job Summary:

RYSE Hawaii is seeking a dedicated Program Manager to oversee the daily operations in our diverse Housing Programs for youth experiencing homelessness. This role involves supervising staff, ensuring compliance, and maintaining the integrity of our programs. The Program Manager will ensure that staff are well-trained in evidence-based and trauma-informed practices, aligning clinical and supportive services with staff expertise.

Job Responsibilities:

Supervision and Leadership

  • Directly supervise a team of support staff, fostering a supportive and collaborative environment for youth and young adults.
  • Lead the recruitment, hiring, onboarding, and training processes for new program staff, ensuring a seamless transition and integration into the team.
  • Identify ongoing training needs and ensure all staff receive comprehensive training aligned with program goals.
  • Oversee volunteer and community engagement efforts for the housing programs that build social emotional goals for the residents.  
  • Work in collaboration with all departments to ensure a seamless delivery of services to the youth/young adults.

Program Development and Management

  • Develop and track program goals that contribute to RYSE’s mission.
  • Create and monitor tracking systems to ensure data quality and completeness.
  • Oversee day-to-day operations, including staff support, caseload assignments, community-building activities, and administrative tasks (e.g., timesheets, mileage).

Case Management and Collaboration

  • Facilitate internal Housing Program case conferencing, promoting effective case management practices.
  • Serve as a contact and helps lead agency participation for referrals from the Oahu Coordinated Entry System (CES).
  • Facilitate mediation between participants and support staff to resolve conflicts.
  • As needed, serve as back-up for other housing program managers to ensure continuity of services.
  • Facilitate re-housing activities such as move-ins, move outs using a youth choice and housing first model.
  • Oversee the development and implementation of individual success plans, housing assessments and monthly budgets in collaboration with other departments and agencies.
  • Maintains resident property files and occupancy agreements with appropriate documentation aligned with program eligibility.
  • Support youth and young adults on their path to financial literacy, including the use of a monthly budget from referrals to the financial literacy specialist in the Education & Employment program.
  • Connect housed youth to all government and community benefits they may qualify for.

Community Engagement and Resource Management

  • Act as a liaison between landlords, community organizations, and RYSE Housing Programs, building relationships to promote success.
  • Maintain expertise in local housing and community resources to provide guidance and support.

Quality Assurance and Compliance

  • Develop and implement quality control and improvement strategies, conducting regular monitoring of program performance.
  • Conduct regular audits of participant files for compliance and assist staff in making necessary corrections.
  • Ensure adherence to best practices, including client-centered approaches, positive youth development, harm reduction, and trauma-informed care.
  • Attend all CES meetings working in collaboration with the multidisciplinary team to ensure expeditious and timely placement of an unhoused young adult.

Reporting and Administrative Duties

  • Complete all required reports in accordance with grant and contract requirements.
  • Research, mediate, and resolve landlord-tenant and community disputes, ensuring effective communication and resolution.
  • Ensure data is entered timely as per contractual agreement into HMIS/Clarity or relevant reporting mechanism.

Training and Staff Development

  • Train and supervise Housing support staff, ensuring coordination through a trauma-informed lens.
  • Train other RYSE Staff and community partners, ensuring coordination through a trauma-informed lens. 
  • Provide performance improvement support and corrective action as needed and prepare performance evaluations for department staff.

Data Management and Confidentiality

  • Ensure compliance with HIPAA and client confidentiality standards, maintaining accurate client records.
  • Oversee data collection and use of database systems for reporting and contract compliance, completing necessary reports for funding sources.

Collaboration and Community Relations

  • Establish and maintain relationships with agencies, organizations, and community groups to support referral processes.
  • Coordinate and attend required meetings, including supervision, staff meetings, training, and funder sessions.

Cultural Competence and Sensitivity

  • Remain culturally sensitive to the diverse needs of vulnerable populations, ensuring all services are delivered with respect and understanding.

Additional Responsibilities

  • Perform other duties as assigned tasks to support the overall mission of RYSE

Required Qualifications:

  • Minimum of three years’ experience in homeless programs, case management, or program evaluation.
  • At least two years of supervisory experience.
  • Experience managing and administering grant-funded programs is a plus.
  • Strong attention to detail and ability to meet deadlines.
  • Excellent organizational, written, and verbal communication skills.
  • Critical and creative thinking skills for enhancing program operations and problem-solving.
  • Strong interpersonal skills to monitor programs while providing support and technical assistance.
  • Ability to work independently and as part of a diverse team.
  • Knowledge of case coordination and collaboration with multiple agencies and public entities.
  • Demonstrated leadership, problem-solving abilities, and public speaking skills preferred.
  • Proficiency in computer technology and data management.
  • Reliable vehicle, relevant auto insurance, clean driving record, and valid driver’s license; willing to drive for job-related tasks.
  • Maintain Certification in CPR & First Aid.

Educational Requirements:

  • Bachelor’s degree in social sciences, or a related field; Master’s degree preferred.

All other duties assigned. 

Work Environment 

The employee may be in contact with individuals and families in crisis who may be ill, using substances and/or not attentive to personal health and safety for themselves. The employee may experience a number of unpleasant sensory demands associated with the client’s use of alcohol and drugs, and the lack of personal care. The employee must be ready to respond quickly and effectively to many types of situations, including crisis situations and potentially hostile situations.
